On Monday, August 16, 2021, the U.S. Department of Agriculture (USDA) <\/span>released a re-evaluation<\/span><\/strong><\/a>\u00a0of the Thrifty Food Plan, which is used to calculate Supplemental Nutrition Assistance Program (SNAP) benefits.\u00a0As a result of this re-evaluation, the average SNAP benefit\u2013excluding additional funds provided as part of COVID-19 pandemic relief\u2013will\u00a0<\/span>increase beginning\u00a0on\u00a0October 1, 2021<\/span><\/strong>.<\/span>\u00a0<\/span><\/p>\n

Under the new SNAP rules, average benefits <\/span>will rise more than 25%<\/span><\/strong>\u00a0from pre-pandemic levels. More specifically, the average monthly per-person benefits\u00a0<\/span>will rise<\/span><\/strong><\/a>\u00a0from\u00a0<\/span>$121 to $157, a $36 increase<\/span><\/strong>. This increased assistance will be\u00a0<\/span>available indefinitely<\/span><\/strong><\/a>\u00a0to all SNAP participants.<\/span><\/p>\n

The Thrifty Food Plan was\u00a0<\/span>first set in 1975<\/span><\/strong><\/a>\u00a0and had not grown since then, other than being adjusted for inflation.\u00a0As directed by Congress in the 2018 Farm Bill and with the\u00a0support of President Biden\u2019s January\u00a0<\/span>Executive Order<\/span><\/strong>,\u00a0USDA conducted a data-driven review of the Thrifty Food Plan\u00a0to\u00a0<\/span>strengthen the country\u2019s social safety net<\/span><\/strong><\/a>,\u00a0<\/span><\/strong>as well as\u00a0reflect\u00a0notable shifts in the food marketplace and consumers\u2019 circumstances.\u00a0<\/span>\u00a0<\/span><\/p>\n

The updated Thrifty Food Plan will\u00a0<\/span>allow SNAP recipients to afford healthy foods<\/span><\/strong>. Recent evidence consistently shows that benefit levels are too low to provide a realistic, healthy diet. A\u00a0<\/span>USDA study<\/span><\/strong><\/a>\u00a0published in 2021 found that nearly nine out of 10 SNAP participants reported facing barriers to achieving a healthy diet, with the\u00a0<\/span>most common barrier being the cost of healthy foods<\/span><\/strong>.<\/span>\u00a0<\/span><\/p>\n
